well, to be fair, from what I gather, Luneth has a huge head, and his sudden increase in power gives him confidence that is untempered by experience, so he's only had to ever deal with one crisis, and kefka makes two.
Bartz's dad was a light warrior, and bartz's mom died when he was six, and then went adventuring with his dad, after the previous light warriors broke up, so bartz has been fighting monsters (or heartless, as the case may be,) from a young age. his dad died of illness when bartz was luneth's age, but is about six years older, so he's been heroing without powers, and though they both made many allies, bartz's allies died many times, so Bartz never underestimates his opponent, so Luneth will probably take Bartz lightly, like Saix did, and would pay the price for it sorely.
maybe the question would be made easier by other comparisons. Luneth vs Squall, or even Leon, then Leonhart would win. Cloud against luneth, again no question. however, Bartz can take on Cloud. he could even take squall, so Leon stands no chance.
Bartz is arguably the most powerful hero in final fantasy, save the original light warriors. I reckon that for that reason Bartz would win.
